“come hell or high water”

Hurricane Harvey is expected to move across the Gulf of Mexico, flooding many costal Texas towns, a hurricane is one dreaded thing, coupled with heavy rains is a whole other animal. Even a mild storm surge of one to three inches of water will flood most low lying towns in the area, but with a whapping thirty inches, the flood damage could be untold. Most of these coastal towns have already spent thousands of dollars for extra high sea walls, pumping stations and distribution points for sandbagging, to ward off flooding, rather than increasing this kind of funding which is what the future holds, it would certainly be much cheaper and wiser in the long run to think about moving these towns to higher ground. Climate change has set the table with the promise of ever increasing flooding and evacuations of whole communities to higher ground anyway… with any delay the cost will like the water only rise higher…
